摘要


城乡协调发展是马克思城乡关系理论的核心内容,也是我国科学发展观的重要组成部分。县是联结我国城市与农村、传统与现代的“接点”,县域经济是我国国民经济的主要组成部分,县域政治是我国政治稳定的基石,正所谓“郡县治,天下安”。但是,长期以来的城乡二元结构体制,造成了我国县域发展的落后和城乡差距的逐步扩大。城乡发展极不协调,既制约了经济的持续发展,又危及社会的和谐稳定。因此,在马克思主义城乡发展理论的指导下,打破城乡二元体制,通过促进县域的发展促进城乡政治、经济、社会等的协调发展,成为十六大以来党和国家的重要发展战略。


国家发展战略目标的实现,既要遵循马克思主义社会发展的客观规律,又必须借助一系列的制度改革和政策供给来完成。“省直管县”体制改革作为一项旨在壮大县域经济、促进城乡协调发展的制度供给,从1992年的“强县扩权”开始,已在全国二十多个省份不同程度地展开。随着改革向“行政省直管县”的高级阶段推进,其涉及的利益关系日趋复杂,改革难度日益增大。目前,诸多省份的“省直管县”试点改革陷入了“进退两难”的境地,此时,为“困境”中的“省直管县”体制改革指明方向、提供动力和智力支持,具有重要的现实意义。


本书通过对基础理论及相关文献的梳理与分析,从纷繁复杂的目标表述与利益诉求中,阐明“省直管县”体制改革的各种目标表述都内含于“促进城乡协调发展”的框架之中,“省直管县”体制涵括促进城乡协调发展的机理。“省直管县”体制改革的本质是通过减少地方政府层级,改变投射在层级之上的权力与资源分配格局,实现“公共资源配置权下移、公共服务统筹权上移”,达到通过促进县域发展统筹城乡发展的目的。


本书以浙江、河南、贵州三个省份的“省直管县”体制改革为样本,分别进行独立与聚类的分析发现:尽管三省份在改革各方面存在较大差异,但改革方向的正确性毋庸置疑;人事干部管理的激励机制、财权事权划分的科学性和区域协作,与公共资源共享机制建设是各省份改革共同面临的、影响改革进度和促进城乡协调发展成效发挥的问题。这些问题不是改革过程的衍生品,而是改革的内容本质,若不能很好地解决这些问题,改革就会减效或流于形式;若从根本上解决这些问题,就会触动旧有利益格局,使改革遭遇“困境”或“停滞”。因此,在马克思城乡关系理论的指导下,要坚持改革的初衷和正确方向。比智慧更重要的是面对困难的勇气,这种勇气来自中央顶层的授权、地方制度创新的激情和学界研究达成的共识。从三省份改革成效的比较分析可以看出,“省直管县”体制成效的发挥需要借助一定的经济、社会、地理等条件,并不是所有的省份或县域都适合实行“省直管县”体制,要依据城乡差异和相互关联的程度相机抉择。


城乡关系的实质是国家发展战略与县域发展的关系,城乡协调发展战略是县域发展的重要契机。“省直管县”体制改革是调整省以下地方政府间权力与利益结构的高难度、复杂性、系统性的工程,其解决的不是一时的问题,因此其成效也不是一时可以衡量的。抓住改革的本质问题,以“实现城乡协调发展的帕累托最优”为基本原则,一以贯之地指引改革前行的理论线索,完善和推进“省直管县”体制改革,其制度设计的政策建议可概括为:“省管县”与“市管县”共存,“财政直管”与“行政直管”并驾齐驱,基本公共服务统筹权逐步上移到省,公共资源及配置权更多地下沉到县,进行地方政府间财权、事权的科学划分,建设独立与合作并行不悖的地方政府间关系。

Abstract


The coordinated development of urban and rural areas is not only the core content of Marx’s theory about urban and rural relations but also an important part of China’s Scientific Outlook on Development. Counties are junctions not only between cities and rural areas but also between traditional and modern life. County economy is the basis of our national economy;County politics is the cornerstone of China’s political stability. “Counties governance well,the world is stable.” However,China’s urban-rural dual structure for a long time leads to the expansion of urban-rural gap and uncoordinated development of urban and rural areas,which has restricted the sustainable development of economy and influenced the social harmony and stability. Therefore,under the guidance of Marxist theory about urban-rural development,it has been an important development strategy for our country to promote the coordinated development of urban-rural in politics,economy and society by breaking the urban-rural dual structure and promoting the county economy since the 16th Party Congress.


To realize the objective of national development strategy,we should not only abide by the objective laws of social development,but also rely on a series of institutional reform and policy supply. As a system reform designed to strengthen the county economy and promote the coordinated development of urban and rural areas,the reform of “Province Directly Governing County” has been carried out in more than 20 provinces in different degrees since the beginning of “Expanding the Strong County’s Power” in 1992. With the reform being carried forward,it becomes more and more difficult for the interest relations being more and more complex. At present,the pilot reforms in many provinces have got into “dilemma”. It is time for us to point out the direction and provide power and intellectual support for the reform that is in the “dilemma”,which has important practical significance.


Based on the analysis of the basic theories and related literature,out of all kinds of objective expressions and interest demands,the author founds that the objective about the reform of “Province Directly Governing County” is connotated in the framework of “promoting coordinated development of urban and rural areas” although it has more kind of expressions. In return,the “Province Directly Governing County” system contains the mechanism of promoting coordinated development of urban and rural areas. The essence of the reform is to change the distribution pattern of power and resources on the government hierarchies by reducing the number of hierarchy,which can achieve the purpose of promoting the county development and balancing the urban and rural development through the power of overall planning public service moving up and the power of public resource allocation moving down.


This book takes Zhejiang province,Henan province and Guizhou province as the typical samples to analyze the reform of “Province Directly Governing County” independently and comparatively. The analysis proves that the direction of reform is correct although they are very different in process from each other. There are such main problems which do great influence on the achievements and progress of reform as Personal administration,the division of financial power and government responsibilities,regional cooperation and sharing-type mechanism of public resource. These problems are not the derivatives of the reform but precisely the essence of the reform. The reform will be less effective or just a mere formality if the problems can’t be resolved. However,if we choose to resolve them,the reform may get into a “dilemma” or “stagnation” for the pattern of interests being touched. Therefore,under the guidance of Marxist theory about urban-rural development,pushing the reform forward with adhering to the direction and original purpose needs more courage than wisdom. The courage comes from the central authorization,the enthusiasm of local institutional innovation and academic consensus. As can be seen from the comparison and analysis on the reform effectiveness of the three provinces,“Province Directly Governing County” system effectiveness playing relies on the conditons of economic,social,and geographical features,so it is not all of the provinces or counties that are suitable to carry out “Province Directly Governing County” system.
