图式激活法

图式理论（Schema）最早是由西方哲学家康德提出来的，后来逐渐被引入教育领域。所谓图式，根据前人的归纳，是指围绕某一个主题组织起来的知识的表征和贮存方式。根据图式理论，学习者在接触新事物的时候，会调动、联系过去的背景知识和经历，从而形成对新事物的认识。在听力练习中，激活对某一主题的图式，可以帮助学习者弥合听力理解中的信息差。学习者激活已有的图式是前提，而在听的过程中，学习者不断把新输入头脑中的内容与自己已有的图式进行对比。如果学习者根据已有的认识，对新材料的预测与实际听到的内容相吻合，则所听的内容更容易被理解；如果有所偏差，学习者就会进行调整和修正，而在此过程中，理解的信息差更能激发听者积极主动去聆听新材料的兴趣和好奇心，从而达到事半功倍的效果。

比如，针对本单元的“国际风云”篇，学习者可以平时多关注国内外的重大外交、政治新闻，尤其是时事热点事件，多积累背景知识。当听到有关某个国家的报道时，学习者可以调动自己积累的背景知识，在听材料的过程中积极进行预测。这样坚持下去，学习者不仅能增强听的兴趣，也能提高听力理解水平。

独舞马里，有回报也有局限

法国总统奥朗德于2013年1月11日确认，法国武装部队于当天下午开始军事介入马里局势，以协助马里政府击退反政府武装的攻势。

马里曾是法国殖民地，1960年获得独立。之后，两国间也一直保持着非常特殊的关系。但也正是出于这一原因，法国起初并不愿意在马里冲突问题上直接出面，而是希望由西非国家经济共同体挑头，由法国及欧盟提供军事支持来进行解决。但是，自去年3月份发生政变以来，马里局势急转直下，北部大部分地区已被反对派势力占领，首都巴马科的安全很快也将受到威胁，于是马里过渡期总统特拉奥雷紧急致函联合国秘书长和法国总统请求援助。

French President Francois Hollande received a hero\'s welcome in Mali last week. Malians lined up to thank him for sending troops to end a growing insurgency by Islamist militants.

Even though the operation is part of the global effort to fight terrorist groups, French troops worked alone and received only transport, intelligence and logistics support from allies.

Retired British Brigadier General Ben Barry, now at London\'s International Institute for Strategic Studies, says that\'s partly because France didn\'t need combat help.

France also went ahead in spite of the “conflict fatigue” many European countries are experiencing after years of deployment in Afghanistan.

Indeed, the French needed transport planes and other help from the United States and Canada.

The French military is already planning its exit, as the Malian army takes on some responsibility and West African troops deploy to help. But Ben Barry says the commitment to Mali cannot end when the French military operation does.

It\'s a story heard many times before in conflict zones all over the world. And while aid is flowing again in Mali, the country needs the kind of long-term assistance the international community has not always been good at delivering.

“It is encouraging to note that some of our friends and partners have given priority to infrastructure development in Africa in terms of their strategy partnership with our continent. In this regard I wish to take this opportunity to express my deepest appreciation to China for investing billions in this sector to assist us in our development endeavors.”

On Mali, African leaders discussed a regional intervention force against al-Qaida affiliated terrorists in the north as French troops there withdraw. French President Francois Hollande,

“I consider that it is up to Africans themselves to ensure the security of Africa. But France is ready to work with Africans to give African armies the means to respond to all aggressions.”

President Hollande says terrorism, trafficking and piracy in Africa are global issues that must be fought together.
